The procedure for producing a Village Design Statement follows a recognised sequence:
- Photo/Fun Day. On Saturday 17th June 2006, Sandon residents gathered in Sandon School Hall and, after a briefing, went out in the parish along designated routes to discover and photograph aspects of the parish that they particularly liked or disliked. On their return to the hall, the photos were printed and displayed with their comments.
- Exhibition of Photo/Fun day photographs. This was done at Sandon Fete on Sunday 25th June 2006. These photos are also being displayed on this web site. Residents are invited to add their own comments to the photos.
- Circulate a questionnaire to all residents to confirm views gathered so far. This is expected to occur in April 2008 while we await pending developments regarding the specification of Village Design Statements.
- Draft the Village Design Statement and publish it for comments via this web site.
- Seek initial approval from Chelmsford Borough Council (CBC - the local planning authority).
- Consult formally with CBC.
- Amend VDS and seek adoption by CBC

- Publish VDS.
A lot of help will be needed to complete the VDS and everyone here today has something to offer. Rural Community Council of Essex (RCCE) fieldworkers are able to assist with this workshop and help us with all aspects of community consultation and participation.
We have the support of CBC but must keep them informed. The CBC planning officer will be asked to comment on drafts and advise on specific planning aspects of the emerging VDS. The VDS is to be put forward for approval as a Supplementary Planning Document (SPD). The processes for achieving this will be discussed with planners throughout the process to avoid delays later. Effective community consultation is a very important part of achieving SPD Status.
No “outside expert” knows what it is to live in Sandon and feel a part of this special community. They rely on us to describe its essential character and which elements are most valued. The production of a VDS therefore rests with us, the “inside experts”, and any amount of time, any level of skill that can be offered will contribute towards this project.
